Blue Star Mothers of the High Country host Hero's Dinner for local recruits

FLEETWOOD — In the presence of family and friends, three of the nation’s newest military recruits received a warm send off and a heartfelt show of gratitude from the Blue Star Mothers of the High Country on Monday night.

The event — The Blue Star Mothers Hero’s Dinner — was held on May 10, at the New River Escape Barn and Guest House in Fleetwood and honored Jernee Elizabeth Ashley, Isaac V. Zamora and Dalton Blackburn — three High Country graduating seniors who are set to enter military service later this year. During the festivities, the recruits were presented with gifts, and they and their families were treated to a dinner of salad, spaghetti and meatballs and dessert.

“It’s important that we recognize these young men and women because they are taking a stand that most people will not take,” said Kathy Bravo, a spokesman for the Blue Star Mothers of the High Country. “They stand in defense of our nation. So, as they get ready to leave and go through the hardships, the deployments and bootcamp, us as Blue Star Mothers want them to know that they have a support base here in the High Country.”

This year’s High Country recruits represent Watauga and Ashe Counties, with each recruit joining a different branch of the armed forces. Ashley will be serving in the United States Air Force, Zamora will serve in the United States Army and Blackburn will be serving in the United States Marine Corps.

“I like doing community service,” said Ashley, regarding her desire to join the military. “I just like giving back to my community and it just seemed right because I have some family members in the service.”

Likewise, both Zamora and Blackburn noted family as a motivating factor for joining the military.

“So there’s two sides of the family, on one side we have a couple who are in the Army. Growing up, I visited them quite often on military bases,” said Zamora. “It felt normal I guess.”

“It’s just a family thing I guess,” added Blackburn. “Everyone’s gone and done at least four years. My dad, his dad and so on.”

The three recruits are eager to begin their military service, however, some of their family members — though immensely proud of their decision — have experienced a variety of emotions.

“I’m very proud. It’s been an emotional rollercoaster with her going away but we’re really proud of her joining the military to fight for our freedom and our country,” said Steve Ashley, Jernee Ashley’s father. “We’re excited, just a little nervous about it. But, were just going to trust the Lord to take care of her. I know she’ll serve our country well. ”

The Blue Star Mothers of the High Country, also known as NC 10, is a chapter of The Blue Star Mothers of America, which was first organized in 1942 to offer support to members of the Armed Forces of the United States and their families.

In the past, the organization has sent cards and care packages to troops serving overseas, provided member support as needed and have traditionally been present at the Memorial and Veterans Day ceremonies held at the Boone Mall each year.

Motorists keeping gas pumps busy amid news of Colonial cyberattack

WEST JEFFERSON — A number of service stations across the High Country and western North Carolina reported higher-than-normal business and above-normal purchase patterns of gasoline on the heels of news of a May 7 ransomware attack on the Colonial Pipeline, one of the largest petroleum suppliers on the East Coast which supplies a majority of fuel from Georgia up the Eastern Seaboard.

North Carolina Gov. Roy Cooper issued an executive order May 10 allowing for fuel transportation waivers in the wake of the incident, and President Joe Biden also issued an emergency declaration to allow for flexibility of regulations to ease transport drivers’ ability to deliver fuel, stating in a May 10 White House briefing that the Department of Energy was “working directly with Colonial to get the pipelines back online and operating at full capacity as quickly and safely as possible.”

The attack, alleged to be carried out by the criminal cyber group known as DarkSide, forced Colonial Pipeline to shut down approximately 5,500 miles of pipeline. Biden stated on May 10 that since the initial attack on the pipeline, he has received regular briefings on the matter and that the government is prepared to take additional action as needed.

In his summary describing Executive Order No. 213, Cooper declared a state of emergency in North Carolina and is temporarily suspending motor vehicle fuel regulations to ensure adequate fuel supply supplies throughout the state. The Colonial Pipeline is a primary fuel pipeline for North Carolina.

“Today’s emergency declaration will help North Carolina prepare for any potential motor vehicle fuel supply interruptions across the state and ensure motorists are able to have access to fuel,” Cooper said.

The operator of a major U.S. fuel pipeline said it hopes to have services mostly restored by the end of the week, according to the Associated Press. U.S. officials sought to soothe concerns about price spikes or damage to the economy by stressing that the fuel supply had so far not experienced widespread disruptions, and the company said Monday that it was working toward “substantially restoring operational service” by the weekend.

“Segments of our pipeline are being brought back online in a stepwise fashion, in compliance with relevant federal regulations and in close consultation with the Department of Energy, which is leading and coordinating the Federal Government’s response,” the company said in a statement. “This plan is based on a number of factors with safety and compliance driving our operational decisions, and the goal of substantially restoring operational service by the end of the week.”

Locally, news of the pipeline interruption spawned consumers to travel to the gas pumps as they perceive a shortage due to the incident.

According to Mark Sexton, manger of the Ingles Gas Express in West Jefferson, the station is currently out of diesel and mid-grade gasoline. However, Sexton noted that the station did receive a shipment of regular gasoline the morning of May 11, estimated to be around 5,000 gallons.

“We were out of regular yesterday,” said Sexton on May 11. “We did have premium, diesel and non-ethanol yesterday.”

The current price of regular at the Ingels Gas Express is $2.62 a gallon. The West Jefferson Speedway’s current price for regular gasoline is also $2.62 a gallon. While the BP Gas Station located on Beaver Creek Road is currently listed at $2.60. Regarding the possibility of local fuel shortages or delays Sexton commented that he was unsure at this time.

“It’s just kind of up in the air right now,” said Sexton.

According to American Automobile Association, some consumers may see a slight increase of prices in reaction to the pipeline incident, forecasting modest location-specific increases to gas prices this week due to the shutdown of the pipeline, which supplies approximately 45 percent of fuel to the East Coast.

“This shutdown will have implications on both gasoline supply and prices, but the impact will vary regionally,” AAA spokesperson Jeanette McGee said in a statement. “Areas including Mississippi, Tennessee and the East Coast from Georgia into Delaware are most likely to experience limited fuel availability and price increases, as early as this week. These states may see prices increase three to seven cents this week.”

High Country labor shortage persists

HIGH COUNTRY — To say that summertime in the High Country is one the most important times of the year for the local economy would be an understatement. However, as the summer season looms, many businesses are experiencing an alarming shortage in the available workforce.

In Ashe County, the ongoing labor shortage is being felt by local business owners.

“We have heard from some of our members that they’re having real challenges finding staff,” said Kitty Honeycutt, director of the Ashe County Chamber of Commerce. “That’s why some of our restaurants have not opened their dining rooms. They’re still serving only through the drive-thru. We have heard of some employers offering bonuses when people come to work.”

Boone Area Chamber of Commerce president and CEO David Jackson said many Boone businesses were having to operate with altered hours while struggling to hire part time employees.

“It’s important that people realize that businesses are dealing with many more complications other than just capacity restrictions,” Jackson said. “The ability to fully staff will directly correlate to what services can be offered to consumers.”

Jackson said the issue is not just about unemployment, as some employees have chosen to leave the workforce for one reason or another. He added that now is a great time to get a part-time job.

“Many businesses are paying more in an effort to compete for labor and the chances of finding a job that is right for you have never been as wide open,” Jackson said. “As unemployment benefits begin to fade, the selection won’t stay this broad for long.”

Todd Hendley, the owner of Ransom on King Street, has had to shut down one to two days a week at times due because the restaurant does not have enough staff.

“We’re finding it very difficult to keep staff,” Hendley said. “We’re going into busy season, so we’re open seven days a week, but we’ve got to shut down every Monday. There’s a couple weeks we’ve had to shut down two days a week because we just haven’t had enough staff.”

Hendley said the restaurant has increased wage rates significantly to try and hire more people. He also said he is offering employee retention bonuses, employee signup bonuses and employee referral bonuses.

“None of that is working,” Hendley said. “We’ve raised our rates without raising the prices of our food or beverage and just trying to incentivize and help out in every way we can, but we’re still really struggling to find people to work.”

Hendley said Ransom is currently working on about 60 percent of normal staff. If community members want to apply, Hendley said they can walk in any time they are open and they will do an interview right then.

In Blowing Rock, Charles Hardin, CEO of the Blowing Rock Chamber of Commerce, said that the shallow labor pool could potentially negatively affect the local tourism industry, as visitors returning to the area will come expecting the same level of quality service.

“I am afraid we have a real problem brewing as we approach the summer months. Millions of people have received stimulus checks. They have been vaccinated. And now after having been cooped up for a year, they are ready to come to vacation destinations, such as Blowing Rock and the High Country. My greatest fear right now is in protecting the Blowing Rock brand because our hospitality businesses are largely known for great service and outstanding visitor experiences. But those lodging and restaurant businesses are having a hard time getting staff,” Hardin said.

“Without staff, customers are at least likely to experience long wait times and possibly rushed or less than ideal service. They may actually arrive and find restaurants or hotels closed on certain and days or for certain hours. That in itself will cause frustration. So, how do we protect the Blowing Rock brand if our providers can’t perform to traditional customer expectations,” Hardin asked.

Tracy Brown, Blowing Rock Tourism Authority executive director, shared a similar sentiment and said that businesses will have to better incentives workers to return by offering a better package that what the unemployment insurance provides.

“In order to get people off the unemployment couches, businesses in the hospitality industry are probably going to have to pay more than unemployment offers, even though the unemployment checks are temporary. That means prices will undoubtedly have to go up. You have to wonder how much they can go up before they start to dampen demand,” Brown said. “Someone in the tourism industry in Charlotte recently told me that there are no less than 10,000 open hospitality jobs that are unfilled just in that one city.”

Melissa Appleby, who owns and operates Absolute Comfort Hot Tub and Pool Repair alongside her husband, Dave, is one of the numerous High Country business owners who is looking for individuals willing and able to work. Appleby says that the difficulty in hiring new employees has persisted over the past year.

“Last year at this time we had seven people on staff, and as soon as COVID broke out it slowly dwindled away. You just couldn’t hire anybody because everybody’s drawing unemployment. If they’re drawing $1,000 a week, why would they work for us, you know? I’ve talked to electricians, plumbers and other types of service businesses and it’s the same thing. They can’t get any help. It’s ridiculous,” Appleby said.

Melissa and David serve more than 100 customers a week by performing maintenance work and balancing chemicals for hot tubs, saunas and pools, although staffing shortages have forced the business to cut back on its services. The couple’s staff now consists of themselves and their son, whom the family is working on sending off to college, and a cousin who is employed part-time.

“We’re down to bare bones. We basically have three people trying to keep the company afloat,” Appleby said. “We just got flooded with so many people in this area so fast, there’s more people that need services than there are people who are willing to work.”

The sentiment is mutually shared by businesses who serve the housing industry as well. Allen Jenkins, who owns and operates Jenkins Construction, says the number of employees at his business has dwindled over the past year, as generous unemployment benefits have incentivized people to stay home.

“I have three employees still out on COVID checks right now. The problem is not the shortage of people but the shortage of people willing to come to work when they can sit at home and get free money. I definitely need 10 more guys right now, and I’m stuck with six,” Jenkins said.

Jenkins Construction specializes in residential construction, such as home repairs, remodels, room additions, windows, doors, deck and other general construction, yet the labor shortage has the business cutting back on projects for commercial construction. Moreover, the influx of new homeowners and residents in the area over the past year has placed an added strain on contractors since there are not enough workers to fulfill the demand for home repairs and other services.

“I’m turning people down,” Jenkins said. “We’re booked up until the end of the year already, but that depends on how many people I can hire. Everybody is moving up to the High Country to get out of the city, and they come up here wanting to remodel their houses or add on to their houses. The last two years have been the busiest years since the building boom in 2004 and 2005.”

In the restaurant industry, labor shortages have had to close local businesses. At times in the past year, fast food chains such as the Burger King in Boone, Bojangles in Boone on US 421, Subway and the Hardee’s in Newland closed for short periods due to lack of employed staff or staff leaving to go on unemployment.

Darrin King, owner of the Western Sizzlin restaurant on Hwy. 226 in Spruce Pine, depicted a similar scenario at his business, as employees left or refused to come back to work in order to continue collecting unemployment.

“That’s what’s killing us, the unemployment and people taking advantage of it. That’s what’s hurting us, and it’s just the beginning. It’s going to get worse going into (summer),” King said. “Before the pandemic, we had 54 employees a year ago and now we’re running on 36. The sad part is I’ve lost a ton of servers and they make more than anyone in the restaurant, which makes absolutely no sense. For a four- or five-hour shift max, they’re making over $200, which is just unbelievable that you can’t find anyone. I guess people just don’t want to work face-to-face with people at the moment.”

King said that his business has been inundated with to-go orders, which has caused sales to increase dramatically and the business to be busier than ever, despite the pandemic.

“Our sales were actually up over March of 2019, which was a record March and we were up 28 percent this past March. Even with 50-percent capacity, our sales have been skyrocketing, and that’s everything we could do with almost half the staff. (To-go orders) are up 75 percent of what they used to be. It used to take two or three, but now it’s requiring five people in the kitchen, but you just can’t find enough people to fill the positions,” King said.

Aside from causing challenges in the restaurant industry, Ashe County’s Honeycutt noted that the labor shortages are also affecting local agriculture.

“We are at a crisis level of labor shortages for seasonal work in agriculture,” said Honeycutt. “A lot of the tree growers were having problems with getting their seedlings planted. Christmas tree growing is not just a winter time activity, it’s all year and this is a busy, busy time right now. So, the labor shortage is tough.”

The labor shortage is not simply relegated to the High Country, but persists across the state. According to the North Carolina Department of Commerce, the most up-to-date figures show that unemployment is down to 5.7 percent as of February 2021 after having reached a high of 13.5 percent at the onset of the pandemic in April of 2020. For comparison, the unemployment rate the previous February was at 3.4 percent.

However, the rate of unemployment claims may provide a better indicator of the state’s labor situation. From March 15, 2020 to April 19, 2021, a total of 3,611,763 unemployment claims have been filed, which equals about 1,486,984 people filing these claims since a claimant may file multiple claims to receive benefits from various unemployment programs. Out of the number of people who have filed claims, 66 percent, or 983,165 people, have received payments, while the remaining 32 percent, or 484,222 people, were denied eligibility. For comparison, total employment for the state was at just less than 4 million in 2019, according to the US Census Bureau.

In total, North Carolinians have received more than $11 billion in unemployment payments as of April 23, with $6 billion coming from federal pandemic unemployment compensation. Federal funds were mostly made up of the $600 that people on unemployment received through the CARES Act each week.

Currently, the weekly federal allotment for those on unemployment is $300, which was made available through the American Rescue Plan and is set to expire on September 6. Moreover, the maximum weekly benefit amount in North Carolina is $350, meaning that as it currently stands, someone could be making up to $650 on unemployment each week. For comparison, a worker who makes $15 an hour and works full-time makes $600 a week before taxes. It is also worth noting that other pandemic unemployment programs, such as Mixed Earner Unemployment Compensation, the Increased Benefit Amount and the Lost Wages Assistance programs, all expired by the end of last year. These programs provided between $50 and $300 in additional weekly unemployment compensation.

The copious unemployment benefits were enacted to provide for those who lost their jobs due to the pandemic, as well as to encourage people to stay home and not spread the virus. However, with 38.1 percent of the state’s population at least partially vaccinated and 29.9 percent fully vaccinated and increasing each week (according to the North Carolina Department of Health and Human Services), there will come a point when the presence of the virus may no longer justify the government to pay people to stay home.

Gov. Roy Cooper and the General Assembly have already begun to act with this reality in mind, although recent measures will likely not do enough to motivate workers to return to their jobs. At the beginning of March, Gov. Cooper signed an executive order that established a “flexible” work search requirement for all new claimants who apply for unemployment benefits on or after March 14. Additionally, in Gov. Cooper’s budget, which he revealed in February, he called for the maximum duration of benefits to be increased to 26 weeks, as well as the maximum benefit to be increased from $350 to $500.

Nevertheless, it is not only Democrats who are pushing for an extension to unemployment benefits after 72 percent of those age 65 years and older, the population most vulnerable to COVID-19, have been fully vaccinated. A bill introduced by Republican Senator Chuck Edwards (Hendersonville) and signed into law by Gov. Cooper in late March allowed for back-to-back extended benefit periods for unemployment claims in 2021.

In spite of these actions, Appleby points out that the particular position that she has been struggling to hire for is not one in which employees are likely to be exposed to someone with the virus.

“The best thing about most of these jobs is that they’re outdoor jobs. People don’t have to have contact with people. What’s going on right now is people not wanting to work. Period,” Appleby said. “Unemployment is killing small businesses, killing it because you can’t get anyone to work. They’re opening a Bojangles in Newland, and I’m interested to see if they can even get enough staff to get it going.”

While unemployment provides a temporary fix to an economic problem, those on unemployment, as well as politicians who advocate for the expansion of government benefits for political purposes, typically do not take into account the money that low-skilled and entry-level workers miss out on in the future by choosing not to work for a year or more. As Economist Thomas Sowell describes in his work “Economic Facts and Fallacies,” people do not tend to remain in particular income brackets throughout their lives. In fact, less than one percent of the US population permanently remains in the bottom 20 percent of income earners throughout the duration of their lives. Instead, income tends to increase with age and experience.

Appleby points out how this principle works in her own profession.

“The learning experience more than anything gives them opportunity to learn this area, for one, because you have to drive to all these different houses to do the services. If they want to start their own business as an electrician or a plumber or whatever, then they’ll know the area. They’ll learn it firsthand,” Appleby explained. “David would be good at teaching them electrical work or plumbing as long as they’re willing to learn. A lot of the high schools right now are pushing labor-type jobs, electrician, plumber, carpentry, because you can name your price right now. If you’re a kid graduating from high school and you get in under an electrician or a plumber and get your license, you can go out on your own and name your price.”

Jenkins pointed out that similar opportunities can also be found in the construction business.

“We pay time-and-a-half for overtime, five paid holidays a year, competitive pay based on experience and we’re training people. We don’t care if they have experience, as long as they’re willing to work,” Jenkins said.

Lastly, Appleby shared a worst-case-scenario related to the unemployment situation and how some people have gone about attempting to abuse the system.

“(We had one employee) who as soon as Covid broke out went and filed unemployment, saying that we didn’t have work, and our work increased 33 percent when Covid broke out, because we got flooded with people to the area. (The employee) lied about his income, so he’s having to pay back all the unemployment he drawed,” Appleby said. “He drew $15,000 in 16 weeks.”

River of dreams: seniors dance the night away at prom

LANSING — The Ashe County High School seniors got the chance of a lifetime as parents, volunteers and photographers created a scene they will never forget. On May 8, the “River of Dreams” prom was held at Timber Rivers Wedding and Event Venue with an all encompassing prom experience.

Every senior at ACHS was invited, with nearly 135 buying tickets. The event included a time slot for parents and friends to take pictures at the venue’s photography stations with breathtaking views, a three-course meal including salad, grilled chicken, rolls, roasted potatoes and cupcakes and a dance floor for students to dance the night away.

Venue owner and organizer Stacy Dillard said the event was something they will never forget.

“It was an incredible experience,” said Dillard. “I enjoyed every minute of it and I’m honored that I was able to do it.”

Due to the COVID-19 pandemic, school-associated events, such as prom and homecoming, have been put on hold. But as the pandemic begins to see the light at the end of the tunnel, many parents and students brought up the idea of creating a safe event for their final dance together.

The venue had tables set up with hand sanitizing stations and the bathrooms were fully equipped with soap and sanitizers as well.

Dillard said she is pleased with the outcome and how well behaved the students were.

“Those kids danced until five after 11,” said Dillard in regards to the atmosphere. “They kept dancing and dancing and that made me feel good.”

She said she had began setting up the Tuesday before, making sure everything is in place.

When asked if she thinks events will be held through the school at the venue in the future, Dillard said she would be pleased and more than happy to provide.

“I was asked to hold it last year, but I knew that with the onset of the pandemic, it would be best to hold off,” Dillard said.

The offering of outside amenities to the venue played a large part in holding the senior Prom there. Guests were allowed to roam outside for fresh air, take part in a game of corn hole and wander onto a side patio to dance and socialize on.

At the end of the night, guests were invited outside to watch an incredible firework show provided by Dillard and her son, Hunter Barnes. The show lasted nearly 10 minutes and gave the students somewhat of a final send off for their senior year.

Students raved to each other and on social media how much they enjoyed the event, saying it will be a night they’ll never forget.

Senior Braylin Miller said she was lucky to have been given the opportunity for a real senior prom.

“It was so much fun,” Miller said. “I think our class is very lucky to have had this chance at our final prom.”
